| Deposits, Fees
and Service Policy Change |

Effective January 1, 2007, Brownsville Utilities will implement new
policies and charges concerning deposit, connections/transfer fees.

Deposit Policy: |
|
Brownsville Utilities is
partnering with ONLINE Utility Exchange to determine the risk associated
with new customers making application
for service.
ONLINE Utility Exchange will provide the utility with a report of the applicant's credit
risk and a deposit will be determined accordingly.
This deposit will be applied without regard to race,
color, creed. Sex, age, national origin or marital status.
This policy is for Brownsville
services and all gas service, the water services for Stanton and Utility
Districts will vary by districts. Upon termination of service, any
retained deposit will be applied against unpaid bill balance, and any
remaining deposit balance will be refunded to the customer.
The credit risk assessment will
be obtained at the point of application. |

Residential customer deposits: |

New or additional service
applicants who pose no credit risk will be charged as follows: rental deposit will be $50.00.
There will be no deposit for home owners. |

yellow |
New or additional service
applicants (renting or purchasing) who pose a minimal credit risk will
be charged a $150.00 deposit. |

|
red |
New or additional service
applicants (renting or purchasing) who pose substantial credit risk will
be charged a $250.00 deposit. Customers making application with
BUD who disconected service with a balance due BUD will be subject to
the maximum deposit under this policy. |

Deposit refunds: |
|
Deposits will be refunded if the
customer has a excelent pay rating after 24 months of service according
to the B.U.D. Central Service on-line computer
records. Upon termination of service, any retained deposit will be
applied against unpaid bills of customer, and if any
remaining deposit balance exsist it will be refunded to the customer.

Commercial and Industral custome deposits: |
|
Deposits for commercial account
will be set in the office based on the past usage of the location and
the intended use for that location. |

|
|
Connection/Transfer fee: |
|
Brownsville Utilities
connection/transfer fee will remain at $20.00. Application for service
must be placed in the name of the person
receiving electrical service and that person must have a receipt, lease
agreement, or purchase papers in there name
along with proper I.D. (Drivers license and S.S. card) |
