Accessibility Statement
Brownsville Energy Authority (BEA) is committed to ensuring digital accessibility for people with disabilities. We continually improve the user experience for everyone and apply relevant accessibility standards.
Our Standard
We aim to conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. These guidelines explain how to make web content more accessible to people with disabilities, including users of screen readers, keyboard-only navigation, and other assistive technologies.
What We Have Done
- Added unique, descriptive page titles to every page
- Added descriptive alternative text to all images
- Made the site navigation fully operable by keyboard (Tab, Arrow keys, Enter, Escape)
- Added visible focus indicators for keyboard users on all interactive elements
- Added pause, previous, and next controls to the home page slideshow
- Replaced the service application PDF with an accessible HTML form
- Labelled all form fields so assistive technologies can identify them
- Marked all links that open in a new window with a visual indicator (↗) and a screen reader notice
- Identified external links so users know when they are leaving this site
- Improved color contrast for text throughout the site
Known Limitations
Despite our efforts, some areas may not yet fully meet the standard:
- The site uses a fixed-width layout that may require horizontal scrolling at very small viewport sizes (below 640px wide) or at high zoom levels.
- Some older PDF documents (rate schedules, reports) are not fully tagged for screen readers. Where possible, HTML alternatives have been provided.
- The local weather widget is provided by a third-party service (AccuWeather) and its accessibility is outside our direct control.
